BSEHV11 defines the skills and knowledge an individual must achieve to prove competence. Unlike codes of practice, it gives a measurable benchmark for training, qualifications, and performance.
By contrast, TR/19 is only a code of practice. It offers guidance but it is not a standard. You cannot “achieve” TR/19 because it contains no measurable criteria to judge competence in areas like kitchen ventilation cleaning.
The Building Safety Act 2022
The Building Safety Act 2022 puts competence and accountability at the heart of building safety. It requires building owners, principal contractors, and dutyholders to ensure all work – including kitchen ventilation cleaning – meets recognised standards.
Appointing contractors simply because they belong to a trade association does not meet these obligations. You must check their qualifications, training, and compliance with approved standards.
New BSI Standards and the Building Safety Regulator
